NCoS Expands Reform Drive, Launches New PPP Committee to Deliver Housing and Inmate Rehabilitation Projects

The Nigerian Correctional Service (NCoS) has intensified its ongoing reform agenda with the inauguration of a second Public-Private Partnership (PPP) Project Delivery Committee to oversee the implementation of key housing and agricultural rehabilitation projects aimed at improving staff welfare and inmate reintegration across the country.
The development was announced in a statement signed by the Service Public Relations Officer, Chief Superintendent of Corrections JN Osuji, following the inauguration ceremony conducted by the Controller-General of Corrections, Sylvester Ndidi Nwakuche, at the Service National Headquarters in Abuja.
The newly inaugurated committee is expected to supervise the delivery of strategic projects, including the establishment of Correctional Farm Centres in Adim, Cross River State, and Itu, Akwa Ibom State, as well as the construction of modern residential estates for correctional personnel at Goron Dutse and Kurmawa in Kano State.
Describing the inauguration as a major milestone, Nwakuche said the initiative reflects the Service’s commitment to leveraging private sector expertise and investment to transform correctional infrastructure while strengthening rehabilitation programmes.
“The inauguration marks the beginning of a structured, transparent and accountable implementation phase aimed at ensuring that approved partnerships translate into measurable benefits for inmates, personnel and host communities,” the Controller-General said.
According to him, the projects were approved under the Infrastructure Concession Regulatory Commission (ICRC) framework and are designed to support the core mandates of the Service as enshrined in the Nigerian Correctional Service Act, 2019.
The housing project, being executed in partnership with Tamidan Nigeria Ltd, is expected to improve the welfare and living conditions of correctional personnel through the provision of modern residential facilities.
Similarly, the Correctional Farm Centres project, being implemented in collaboration with Vians 100% Nigeria Ltd, is designed to strengthen inmate rehabilitation through agricultural training, food production, vocational skills development and sustainable empowerment opportunities for inmates after release.
Nwakuche noted that the projects align with the broader reform objectives of the Service and the Federal Government’s commitment to building a correctional system that prioritizes rehabilitation, productivity and human capital development.
Responding on behalf of the committee members, the Deputy Controller-General of Corrections in charge of Works and Logistics, Dr. Amos Kupan, expressed appreciation to the Controller-General for the confidence reposed in the team.
He described the inauguration as a significant moment in the Service’s reform journey and pledged that members would carry out their responsibilities with diligence and transparency.
“We will discharge our responsibilities with accountability and professionalism to ensure successful project delivery and value for public investment,” Kupan assured.
Representatives of the private sector partners also reiterated their commitment to delivering the projects within agreed timelines and standards.
Speaking for Vians 100% Nigeria Ltd, Oji-Okoro Kenechi pledged the company’s dedication to excellence, while the Director of Operations and Productivity of Tamidan Nigeria Ltd, Alhaji Dahiru Sabiu, assured stakeholders that the company would justify the confidence placed in it through quality project execution.
Earlier, the Officer-in-Charge of NCoS Public-Private Partnerships, Assistant Controller of Corrections EC Onuka, highlighted the achievements recorded under the Service’s PPP programme and explained that the new committee was established to strengthen project oversight, monitor compliance and protect government interests throughout implementation.
Onuka disclosed that the committee is the second of its kind established by the Service. He noted that the first PPP Project Delivery Committee successfully coordinated concessionary arrangements that resulted in the establishment of a Shoe and Garment Factory in Aba, Abia State, and a Tannery Factory in Kano State.
According to him, both facilities continue to support inmate vocational training, productivity and rehabilitation, demonstrating the effectiveness of public-private collaboration in correctional administration.
The ceremony concluded with a vote of thanks by the Deputy Controller-General in charge of Inmates Training and Productivity, Nicholas Obiako, who commended the Controller-General’s leadership and commitment to innovative partnerships that are reshaping Nigeria’s correctional system.
Obiako also praised development partners and private investors for their sustained support towards advancing the Service’s reform agenda.
Analysts say the inauguration of the new committee signals the NCoS’s determination to deepen institutional reforms through strategic partnerships capable of improving staff welfare, expanding correctional infrastructure and creating meaningful rehabilitation opportunities for inmates, ultimately contributing to national development and public safety.
