FG Unveils ‘One Response System’ to Tackle Poverty, Deepens Global Partnerships

The Federal Government has launched a new integrated strategy aimed at tackling humanitarian crises and reducing poverty nationwide, with a strong emphasis on data-driven interventions, accountability, and long-term impact.
The Honourable Minister of Humanitarian Affairs and Poverty Reduction, Dr. M. Doro, disclosed this during a high-level engagement with delegations from Haward University Global Initiative Nigeria and Excellence Community Rducation Welfare Scheme in Abuja, where he outlined the Ministry’s new “One Response System.”
The initiative,Minister according to a press release e-signed by the ministry’s Director of Information and Public Relations, Janet McDickson said is a unified framework designed to align humanitarian interventions with sustainable poverty reduction outcomes, ensuring that emergency assistance translates into lasting economic empowerment.

Doro stressed that future partnerships must be firmly anchored on national priorities and guided by credible data to guarantee efficiency, transparency, and measurable results. He noted that the Ministry is shifting from short-term aid delivery to structured “poverty graduation pathways” that enable beneficiaries to achieve long-term financial independence.
Central to this approach, he explained, is the strengthening of the National Social Register, which currently captures about 19.7 million vulnerable households across the country. The register, he said, will serve as a critical tool for targeting interventions, eliminating duplication, and improving coordination among stakeholders.

In his remarks, the Permanent Secretary of the Ministry, Mr. Olubunmi Olusanya, reaffirmed the Ministry’s commitment to building value-driven partnerships that align with its mandate of social protection and poverty reduction. He emphasized that collaboration with credible organizations remains essential for achieving sustainable humanitarian outcomes.
Olusanya commended the visiting delegations for their contributions to Nigeria’s development, particularly in healthcare delivery, capacity building, and community-based initiatives, expressing confidence that the engagement would yield practical results.
Speaking on behalf of the visiting institutions, Dr. Dorothy Oqua, Country Director of Howard University Global Initiative Nigeria highlighted the organization’s over two decades of engagement in Nigeria. She pointed to its role in strengthening pharmacy systems, enhancing healthcare delivery, and building capacity across both public and private sectors.
She also expressed readiness to deepen collaboration with the Ministry in areas such as research, data systems, community health delivery, and support for vulnerable populations, particularly in underserved and conflict-affected regions.
Also speaking, Dr. Andy Eyo, Chief Executive Officer of Excellence Community Education and Welfare Scheme underscored the importance of strategic partnerships in delivering transparent and impactful programmes. He noted the organization’s track record in managing large-scale donor-funded initiatives and expressed confidence in Nigeria’s capacity for effective programme implementation.

Eyo further invited the Minister to serve as keynote speaker at the organization’s forthcoming 25th anniversary scheduled for June 19, which is expected to bring together key development partners and stakeholders.
