Livestock Ministry Moves to Establish SERVICOM Unit, Unveils Plan to Deepen Accountability and Service Delivery

In a move aimed at enhancing transparency, accountability and efficient public service delivery, the Federal Ministry of Livestock Development has announced plans to establish a Ministerial SERVICOM Unit and develop a comprehensive Service Charter to improve citizens’ access to quality government services.
The initiative is expected to strengthen performance monitoring, customer satisfaction and institutional accountability within the Ministry as part of broader efforts to align with the Federal Government’s service delivery reforms.
The development was disclosed in a statement issued by the Federal Ministry of Livestock Development and signed by Henrietta Okokon, Deputy Director, Information and Public Relations, on June 9, 2026.
Speaking while receiving a delegation from SERVICOM led by its Acting National Coordinator, Mrs. Helen Lawal, at the Ministry’s headquarters in Abuja, the Permanent Secretary, Dr. Chinyere Ijeoma Akujobi, reaffirmed the Ministry’s commitment to delivering measurable results and maintaining high standards of accountability.
According to her, effective public service requires robust monitoring and evaluation systems capable of tracking performance and ensuring that institutions remain responsive to citizens’ needs.
“We are performance-driven and target-oriented. There should be incentives for those doing well and consequences for those who are not performing. Accountability remains critical to effective public service delivery,” Dr. Akujobi stated.
She further disclosed that the Ministry would create a dedicated budget line from 2027 to support the operations and activities of the SERVICOM Unit, underscoring management’s commitment to institutionalizing service delivery reforms.
The Permanent Secretary noted that the establishment of the unit would help entrench transparency and improve interactions between the Ministry and stakeholders across the livestock value chain.
Earlier, the Director of Reform Coordination and Service Improvement, Eto-Abasi Okokon, commended the Ministry’s leadership for sustaining service delivery initiatives despite being one of the newest ministries in the country.
He observed that under the leadership of the Minister of Livestock Development, Idi Mukhtar Maiha, and the Permanent Secretary, the Ministry has continued to record notable milestones in policy implementation and public service delivery.
In her presentation, SERVICOM Acting National Coordinator, Mrs. Helen Lawal, praised the Ministry’s management for embracing reforms designed to improve the quality of government services.
She explained that SERVICOM was established to promote excellence in public service and ensure that citizens receive timely, efficient and customer-focused services from government institutions.
“The Service Charter will serve as a strategic accountability tool, clearly outlining the Ministry’s services, standards and timelines, thereby enabling citizens to hold service providers accountable,” Lawal said.
She outlined key areas of collaboration between SERVICOM and the Ministry, including the establishment and inauguration of a Ministerial SERVICOM Unit and Committee, staff sensitization programmes, development of a Service Charter, capacity-building initiatives, customer satisfaction surveys, complaints management systems and participation in quarterly Charter Performance Sessions.
Lawal also stressed the need for sustained management support, adequate staffing, regular training and stakeholder engagement to ensure the successful implementation of the proposed reforms.
In his closing remarks, the Director of Planning, Research and Statistics, Mr. Stephen Ohaeri, thanked the SERVICOM delegation for the engagement and assured them of the Ministry’s readiness to implement recommendations that would enhance service delivery and improve customer satisfaction.
The planned establishment of a SERVICOM Unit and Service Charter is expected to position the Ministry as a model institution in delivering efficient, transparent and citizen-centered services while advancing the Federal Government’s agenda for public sector reform and accountability.
