2027 BUDGET: FG Moves to Tighten Economic Forecasts, Eliminate Optimism Bias

The Federal Ministry of Finance and the Federal Ministry of Budget and Economic Planning have moved to strengthen the credibility of Nigeria’s budgeting and economic management process by adopting more rigorous, data-driven approaches to macroeconomic forecasting ahead of the 2027 budget cycle.

 

The move followed a Macroeconomic Data and Assumptions Validation Workshop convened jointly by the two ministries on August 29, 2026, with key fiscal and monetary data institutions in attendance. According to a statement jointly issued by the Federal Ministry of Finance and the Federal Ministry of Budget and Economic Planning, the workshop was designed to ensure that national economic planning and budgeting are based on credible data, realistic assumptions and transparent methodologies.

The review of previous budget cycles revealed significant gaps between some macroeconomic projections and actual outcomes, particularly in oil production and revenue estimates. Participants consequently agreed on measures to strengthen forecasting, improve inter-agency coordination and reduce what the government described as “optimism bias” in future budget preparation. The workshop also resolved to establish a Standing Committee on Macroeconomic Data and Assumptions to provide continuous validation and review of key assumptions and report to the Economic Management Team.

The resolutions further include the creation of a central data repository to ensure that government institutions work with a single, consistent set of economic data and assumptions, as well as the development of a unified national data reporting framework with standard definitions for revenue, expenditure and borrowing. The workshop also called for stronger fiscal and monetary policy coordination and improved timeliness and quality of key national statistics, particularly data on employment, productivity and producer prices.

 

In addition, the government resolved that assumptions underpinning the Medium-Term Expenditure Framework/Fiscal Strategy Paper (MTEF/FSP) and the annual Budget should undergo stronger methodological scrutiny, including sensitivity analysis and scenario testing, before finalisation. The initiative is part of the Federal Government’s broader fiscal reform agenda aimed at strengthening transparency, accountability and evidence-based economic management.

The government stressed that the quality of economic decisions depends largely on the quality of data and assumptions upon which they are based, noting that “better data leads to better assumptions. Better assumptions lead to better planning. And better planning should ultimately translate into better economic outcomes for Nigerians.” The latest measures are therefore expected to provide a more credible foundation for fiscal planning, improve budget realism and strengthen economic management in the years ahead.
