The Defence Headquarters (DHQ) has refuted a widely circulated report misrepresenting comments by the Chief of Defence Staff, Olufemi Oluyede clarifying that at no time did he accuse residents of Borno and Yobe States of complicity in terrorism.

In a statement issued by the Director, Defence Information, Major General Samaila Uba,  the military high command described the report as misleading and capable of undermining ongoing counterterrorism operations.

The DHQ noted that while it would ordinarily ignore such distortions, it was compelled to respond due to the potential to misinform the public.

“Ordinarily, the Defence Headquarters would not dignify such distortions with a response. However, in view of the potential to misinform the public and undermine ongoing counterterrorism efforts, it has become necessary to set the record straight,” the statement said.

Clarifying the CDS’s position, the DHQ stressed that his remarks were focused on the importance of collective responsibility in tackling insecurity, not an indictment of any community.

According to the statement, the CDS had emphasized that “the fight against terrorism is not the responsibility of the military alone. It is a collective duty. The people of Borno and Yobe must reject terrorism in all its forms and actively support security agencies with credible and timely information.”

The military further explained that the call for residents to “take ownership” of the fight aligns with global best practices in counterinsurgency, which rely on collaboration between security forces and local communities.

Providing context, the DHQ noted that the CDS referenced specific instances where criminal elements exploited community structures, including a case where wounded terrorists were discovered within a town after engaging troops.

It quoted the CDS as reiterating that “our people must resolve that this has to come to an end,” stressing that the remark was “not a blanket accusation, but a factual observation aimed at encouraging communities to remain vigilant and supportive of security agencies.”

Reaffirming its mandate, the Armed Forces of Nigeria said it remains committed to defending the nation’s territorial integrity and protecting law-abiding citizens, adding that significant gains continue to be recorded in operations across the North-East and other regions.

The DHQ also called on media organisations to uphold professional standards in reporting.

“DHQ urges media organizations and content creators to exercise professionalism, verify facts and avoid sensationalism and wrong framing that could create unnecessary tension or erode public trust,” the statement added.

While appreciating the resilience of citizens, the military acknowledged the role of both the public and the media in the fight against terrorism.

“We deeply appreciate the resilience, cooperation and sacrifices of the people of Borno, Yobe and indeed all Nigerians… Together we shall overcome the enemies of our nation,” it stated.
