FG Declares PASGA Exercise a Success, Unveils Roadmap for Digital, Future-Ready Civil Service

The Federal Government has declared the Personnel Audit and Skills Gap Analysis (PASGA) exercise at the Federal Ministry Information and National Orientation a major success, describing it as a critical step toward building a more efficient, transparent, and digitally driven public service.

 

The disclosure was contained in a statement issued by Suleiman  Haruna Director of Public Relations and Protocol at the ministry.

 

The high-level presentation of the PASGA report, held in Abuja, brought together senior government officials, representatives of the Office of the Head of Service of the Federation and consultants to review findings and chart a course for institutional reforms.

 

Presenting the report, Offiong Archibong, Managing Director and Chief Executive Officer of  Stransform Ltd, said the exercise achieved its objectives through comprehensive personnel audits, stakeholder engagements, and data-driven assessments.

 

“The exercise was designed to present key findings, receive feedback, and discuss next steps,” she said, noting that extensive field verification was conducted to ensure data accuracy and credibility.

 

Archibong emphasised that the PASGA initiative goes beyond diagnostics, positioning the ministry for long-term transformation.

 

“The idea is to build an agile, future-ready workforce… not just for what you need now, but for what you need tomorrow,” she stated.

 

She also warned about the risks of poor succession planning, stressing the need to retain institutional knowledge.

 

“We are advocating that you don’t let people just exit like that… these are the foundation of knowledge within the system, and when they leave, they always leave a gap,” she added.

 

The report identified key capacity gaps in areas such as strategic communication, digital content development, records management, and data analytics, which she said are crucial for effective governance and national narrative management.

 

“These skills deficits are not individual failure; they reflect systemic design challenges in role specification, training, governance, recruitment strategy, and performance management,” Archibong noted.

 

On workforce diversity, she commended the ministry’s gender balance, describing it as exemplary.

 

“This is the first ministry we have seen with this kind of gender representation… 56 per cent are women, and we are very proud of it,” she said.

 

In his remarks, Okunnu Ibidapo  Director of Publication, Production and Documentary, who represented the Permanent Secretary, praised the consultants for a thorough exercise and described the report as a roadmap for improved institutional performance.

 

“The report provides a clear direction for strengthening institutional performance, and the Ministry will carefully review the recommendations with a view to full implementation,” he said.

 

The Federal Government reiterated its commitment to leveraging the findings of the PASGA exercise to drive reforms that will enhance efficiency, accountability, and service delivery across the public sector.
