Works Ministry Unveils New Strategic Roadmap, Validates 2026 Performance Plan to Accelerate Tinubu’s Renewed Hope Agenda

The Federal Ministry of Works has validated its 2026 Performance Management System (PMS) Plan and unveiled a reviewed Strategic Plan for 2024–2027, signaling a renewed commitment to improving accountability, performance, and infrastructure delivery in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

The development emerged at a one-day Sectoral Retreat organized by the Ministry to review and validate its operational framework and align key performance targets with national development priorities.

The details were contained in a press release issued by the Federal Ministry of Works and signed by Mohammed A. Ahmed, Director of Information and Public Relations, on June 12, 2026.

Speaking at the retreat, the Honourable Minister of Works, Sen. Engr. David Umahi, represented by the Minister of State for Works, Bello Muhammad Goronyo, described the gathering as a critical platform for strengthening institutional planning and ensuring that the Ministry’s activities remain focused on delivering impactful infrastructure projects across the country.

According to him, the retreat was designed to reinforce accountability, digital transformation, performance evaluation, and service delivery within the Ministry and its agencies.

“The Performance Management System provides a structured framework for communication and coordination within the Federal Civil Service, ensuring that institutional objectives are aligned with the Ministry’s strategic goals while promoting transparency, efficiency, and improved service delivery,” the Minister said.

He urged participants to contribute practical ideas and innovative solutions that would support the development of an effective operational framework capable of accelerating the Ministry’s mandate and advancing the Federal Government’s development objectives.

In his remarks, the Permanent Secretary of the Ministry, Mr. Rafiu Adeladan, described the retreat as both timely and necessary, noting that the reviewed strategic plan would further strengthen the Ministry’s ability to deliver durable, sustainable and high-quality road and bridge infrastructure nationwide.

“There is no doubt that this retreat will further strengthen performance, accountability, and operational efficiency within the Ministry,” Adeladan stated.

The retreat featured a series of technical presentations, including an overview of the reviewed Federal Ministry of Works Strategic Plan (2024–2027) delivered by Dr. Francisca Odeka of FRANDEK International Consulting Ltd., and a presentation by Mr. Rikko Uwutti on the benefits and challenges of implementing the Ministerial Performance Management System within the Federal Civil Service.

A major highlight of the event was the validation and formal signing of the weighted Ministry’s MPMS Template by the Permanent Secretary and Directors, a move officials described as a demonstration of collective commitment toward achieving the Ministry’s 2026 performance targets.

The Director of Planning, Research and Statistics, Mrs. Emily Osunde, announced that the cascading of the MPMS to the Employee Performance Management System (EPMS) for officers on other grade levels would commence on June 15, 2026, alongside the preparation of implementation reports.

Delivering the vote of thanks, the Director of Human Resource Management, Mallam Ahmed Muhammad Tukur, assured participants that all resolutions and recommendations reached during the retreat would receive adequate attention and implementation.

He expressed appreciation to the Ministers, Permanent Secretary, Directors, resource persons and stakeholders whose contributions ensured the success of the programme.

The retreat concluded with renewed assurances that the Ministry would continue to institutionalise a results-driven performance culture, strengthen operational efficiency, and enhance its capacity to deliver critical infrastructure projects that support national development and economic growth.
